Parser to find Twitter influencers

Hey guys,
I was looking for some twitter influencers to work with and came up with the idea of some kind of tool that would parse twitter users by selected criteria (like number of followers and GEO)
That sounds like some python tool, maybe some of you here know the ready-made solution
