How to avoid paypal holding money

If you dont use paypal then they cant hold anything for 21 days.
But i always wonder, whats the problem with paypal holding money for 21 days?
Like, are you starting a reselling business with $0 to your name and you need the money so you can deliver the orders?

So if i open a new account even if i link a card they will hold the payment for 21 days?
Just wanted to set a new Paypal to start receiving payment for something

21 days with paypal normal and there no way around it.
PayPal will hold your first deposit 21 days 100%
As time go on your get other holds untill there happy you can control a account there way there rules
Sometimes random bans
Don't forget it not just your account there cheeking it also who your doing business with.
So if u no the service or product doggy expect full ban.

I dont know. I think they still will. But i dont know.
The only other reason i see someone wanting to not have him money held for 21 days is if they want to scam someone, and they want to take the money out of paypal before the other person can do a chargeback.
Reselling when broke, and scamming. No other reason that i can see where the 21-day hold is a big deal.
