Revolut is a virtual bank based in UK that allows you to generate virtual cards for this. Not sure if it works on google but on facebook ads it's worked fine in my experience
Can use VCC for that.

I'd suggest you to use Revolut by far the most convenient if your country doesn't allow to create an account there's some sellers that sell fully verified revolut accounts which are great also so you can always top up the accounts yourself and issue up to 20 Visa cards every month..

Can these Revolut cards be used on Google Ads with any billing name and address? So I can just use a new one in case the first one gets suspended on Google Ads.
I used to work in Google in the Google Ads department. For small accounts we didn't really check manually. You cannot change the billing currency in a Google Ads account. So you'll need a Revolut account with the same currency.
I suggest you to try a Revolut card. Just set up the right billing address on your Google Ads account and on Revolut it shouldn't matter as long as the payments aren't rejected.
You will need a credit/debit card with 50 euros (or the equivalent in your country) to pay the first threshold. If you reach 50 EUR they'll demand a payment or after 30 days since you start to spend, whatever it happens first.
I've just created a new Google Ads account and it accepted a virtual credit card from Revolut
