Google runs a promo if you spend £400 they pay another £400.
At the moment the website that I want to promote is not fully ready, but I want to do some experimenting with Google Ads for my domain for less than £400.
There is a 30 day deadline to spend the £400 to get the other £400. if I miss this deadline will it be possible to create another Google Ads account for the same domain and spend £400 to claim the offer?

Yes, but only if you know how to do that, it is possible.
Nonetheless, the answer to that is, yes.
Ofcourse, in certain cases, after a domain has travelled through lots of Google Ads accounts (especially threshold accounts), if would finally give a message (in Google Ads) such as "you can no longer advertise this domain blablabla".
