lol, of course i have.. but the main reason when i start from low budget and increase gradually either google suspended my ads or the result is not i expected.

Since you have not revealed the product/service you want to promote, I have no idea. The best thing to do is to hire an expert from here, explain everything and negotiate a fair budget for both parts. You can create a thread here.

This will always be hit and trial method. You have to constantly change your campaigns to see what works. Losing money in the start is very common but is the only way to see what works.
