You can try using SMS providers like smsactivate or 5sim.
Creating 300-500 accounts without having to verify sms is something I haven't heard of.

Hard to create that much of emails without sms really unless you have tons of private proxies and devices. Even SMS providers uses google voice. So, it can pretty detect that.. Best is you buy multiple sim cards

Go to nearby restaurants and other locations ask for free Wifi and check the IP address's reputation if everything is good "google" dont ask for a phone verification...

Dont use VPN, Proxies etc... depending on what you intend to do, it is also advisable to use a device whose Emei is not attributable to you via. Invoice, serial number and place of purchase.

Google gutted the Legacy Suite to prevent this and force ppl to Work$pace.. I had 200 and 500 user licenses that were "grandfathered" then slowly became useless until they want you to pay per user/mo
Microsoft did the same thing with their custom domains forcing legacy over to 365 customers.At least MSFT let ya keep the email address

outside of running your own mail server, i think NameCheap is best bet. $10 for the project's domain and then $1 per user vs Google $6 and shut it down when done with the project
