Hi,

I have been watching YouTube movie recap clips where some of users using same voice clip is there any software or ai bot speech
 
If I understand correctly, there are a log of tools for text to speech

You can try azure or google cloud for free they have text to speech, need a credit card tho
 
There are tools for this work but the final output produced is not that good. You should go with normal human voice only.

If you really want to be amazed by what AI can offer in terms of video creation, then I would recommend bhuman.ai

Free tools often have many limitations. I don't remember of using any free voice over tool, but I have used invideo which has inbuilt voice over facility. That tool is mainly known for video making so the audio creation was pretty basic. The voice type choices are limited. The variation is very limited too. And invideo is a premium tool. Just imagine what will be the quality of a free tool!

I have used speechelo in the past and I know it has plenty of voice types available and it was sounding extremely realistic.
 
There are tons of Text to Speech services, many of them are free,
just google it you will find good results,
If you can code you can use APIs and make your life easier
