After two hours of work I created a fan :)page similar to the one listed above.

works on FBML Static pages which you can add to groups and pages.
 
Fixed a couple of things. Added an Image and now only fans can see the remaining steps
 
well i'm not a fan and I can see step one and step 3, no step 2 :)
