The cPanel providers that we use don't provide us with root access to the server, which is the standard for cPanel shared hosting as your account isn't the only one on the server and root access would allow you to make changes that impact all users on that server.
In terms of plugin issues, we have a 24x7 Technical Support team who are here to assist with any problems you're facing, and can escalate the issue to the provider's support team when there's an issue that we can't fix or don't have the access to fix.
Our support team can also manually reallocate a site from one provider to another if you're facing issues with plugin compatibility with PHP versions or other things on the server as well.
