yes, backlinks still relevant when you see google still prohibit you to buy it.
you can build some basic profile backlinks, and also buy PBN backlinks

Yes you will always need to build back link till you reach rank 1. Then you need to maintain rank.

I can suggest you to get Guest post and HQ PBNs to increase your traffic.

Yes backlinks are still very relevant and have proven they can be the difference between your sites success and failures.
With strategies I'd recommend you acquire backlinks from sites with traffic or have proven results. While for PBNs, quality homepage PBNs work great.

Yes, you can focus on backlinks to increase the traffic of your site. You can build high quality links like guest posts, niche edits, and pbn links from relevant sources. Don't blast all the links at same time. Drip feed them and split the links to different pages to look natural. Also, don't use tool generated links directly on money sites. It will affect your site for sure.

Yes, you still need backlinks if you want to make your rankings stable. The more authority your site has, the better chances your site will have to rank for more competitive keywords. However, these should come from relevant niche websites with naturally placed anchor keywords for the hyperlinks.

Obviously, links are important.
But unlike many, I wouldn't advise you to use PBN links. Why? Well... cheap PBN links are from link farms so they won't help you much whereas expensive ones are not worth the effort. The only PBN links which will help are the ones from your own PBN.

* Some news or general niche sites
* You can search this forum and find some decent websites where you can post your content and get backlinks

I create all backlinks manually and they works for me. SO my strategy is I start with Profile creation and citations, then move on to Social bookmarking, image submission, ppt submission, pdf submission, article submissions, quora, web 2.0 and at last 1 do Guest post if budget allows me

If you do it in a correct way. Add high quality content om web 2.0.
Post articles on medium,. reddit, tumble, hubpages etc. Make sure it is quality content
