You can limit your gateway to only sellers with security deposits who will cover funds when there are unresolved charge back.

or you can limit it to trusted users or trusted sellers. Trusted sellers are those you trust you can further LIMIT it to sellers only in some particular industry.

If you integrate something like cryoto then you can open it for all.
