Couple of months ago I started uploading anime-related content that can be described as episode highlights. Obviously I knew YouTube would not accept me in the YPP , because the content didn't belong to me.
I applied and got rejected , no problems with that. (I managed to gain close to 3k subs)

After being rejected I approached my channel differently. I started uploading gaming videos (mostly footage from League Of Legends) long videos to send watch hours to.

So I recorded gameplay footage , narrated it throughout the process, editted visually and put copyright free music in the background, created my own thumbnails. (Everything was 100% original and unique)
I sent microworkers to watch, comment, like/dislike my videos and bought 4k watchtime.

I let my previous anime uploads be on the channel so that some of the viewers could click my original uploads through end-screens or channel page. After reaching 4k watchtime on my original videos I deleted previous anime footage and re-applied for YPP. To my surprise I was rejected for Reused Content, I appealed the decision talking about how I create my own videos but the response was " Videos referenced in your appeal are not representative of your channel"

What are my options to enable monetization at this point?

You have to tell them how you create your videos, thumbnails and channel ART not only video

As I understand for them your appeal is for the anime videos you previously had, not for the new ones, to me this " Videos referenced in your appeal are not representative of your channel" is like you had an anime channel and for them still anime even though now is gaming, that's what I think, but if you are creating your own content can't be rehused, you can try to appeal on that way, that you change your channel content and is original and you comment and edit those videos, maybe they did not bother to check and just random reject.

Have you added your voice and facecam?
Only my voice , not the facecam.

That's what I did. I submitted a story about my channel , how I make videos, how I edit them, theme of the channel and even a footage of me editting and creating thumbnails from scratch.

That is my guess too, for some reason Youtube took into consideration "anime related videos" from my channel which I had deleted couple of days earlier before re-applying for monetization.
