If the keywords, ad headlines, ad descriptions AND the landing page are ALL not closely "tied" up to one another, then the quality scores will be low.
Make sure the keywords, the ad headlines, the ad descriptions AND the landing page are ALL exactly & precisely in TOTAL sync with eachother. In other words, DO NOT have keywords about tomato, ad headlines about tables, ad descriptions about watches and landing page about bananas. These are NOT in sync, ALL must be very very very closely synced (related) with eachother.
If keyword is "potatoes" (for example only), then ensure that the ad headlines, the ad copy and the safe landing page are ALL ONLY & ONLY about potatoes & nothing else.
In an Ad Group DO NOT have keywords that are not related to the ad group. For example : If the running keywords are "bananas", "tasty bananas", "cheap bananas", then in that same ad group do not add unrelated keywords such as "mobile phones" !!! Keywords in an ad group must be COMPLETELY and TOTALLY VERY CLOSELY related. And the same goes with the the ad headlines, the ad descriptions and also the landing page.
The above information is pertaining to QUALITY SCORE calculation as per Google Ads alogorithms. (Running a blackhat campaign is another story, running blackhat keywords is another story).
