Can I track exact GPS location based on Mobile Number ?

This is shady as fuck but here I go:
1. Find and bribe someone who works at provider's core network (It's India and corruption is high as kite) to give you approximate location of your "victim"
2. Do some good ol' legwork patrolling over the area you've got from #1
3. Tag that person the way you like
4. Stalk her/him until they find out and revers it

If that's the case you are bind to combine tech and human resources to achieve your goal. Tech is not that precise as we seen in the movies and best possible accuracy is around several dozens of meters (from 5 to 100 meters). Few factors must be taken into the account to pinpoint location from tech side of this task and these are calibration of GPS hardware in both cellphone and sell tower (if antenna array is calibrated to wrong height you' get wrong results), age of equipment (older they are lower the accuracy), corruption in telco provider (are they open to your suggestion), how shitty is their radio team and how they know their job.

These are just tech related issues one can face in country like India. On the other hand you must hire some private eye or person to do the leg work. What happens if they find your target and approach to them to get bid higher than you gave them (social aspect of this task), what are you going to do with findings (scammer in India are "guarded" by corrupt gov't officials like cops and politicians), etc.

Too many factors, too many problems, to many blind spots for you but if are eager to find what's on the other side and have time/money to invest into this endeavour - go for it.

Edit: If you can find someone at operator's core network who have access to tower data you can make use of 4-point approach. Give him/her both your IMEI and scammer's IMEI and tell him to triangulate both scammer's and yours signals (you must be on same provider with this phone) and navigate you through given location until you find his/hers whereabouts. For this to work you must have exact same device as your scammer to make sure that all devices in "network" are calibrated in same manner (so your and his phones have same GPS chip, radio chip and cell towers are usually calibrated with same equipment and with same parameters).

Exactly my point here! I know how it's hard from my experience and knowledge as I have worked in telco industry for years (infrastructure planning & installation). It is doable but to many variables and potential problems from both sides. And for what.....

Not sure about personal apps for this but police or other such guys who fight with crime can pinpoint anyone with cellular tower, with precision of +- 1-2m

Phone companies give out the location. And tracking is in real time.

This is partially true. Some (licensed) persons and entities can get access to telco infrastructure when tracking someone. This is legal way and only approved on case by case basis. In EU you must acquire approval from court, must have license for such job, etc.

There are illegal ways too but we are not discus it on this forum.
