What is the impact on the channel if the creator is inactive for long period of time? Can such channels also be deleted by YouTube in future?

It really depends on the quality of the subscribers you had. Are they die-hard fans of your content?
How long has the account been inactive? A year or two?
YouTube algorithm likes to recommend videos to people who watch videos that are similar to your content, so if nobody has watched your content for years, it's hard to figure out who to recommend your channel to so it could feel like starting over.

More than that. But how much inactivity is fine with YouTube and will not cause a penalty ?

Can't really give you a definitive answer to this question but I would assume anything over ~6 months/1 year it would feel like starting over in a way.

Are there exceptions to this time period for some special youtubers? I know one guy who has subscribers in millions and all videos with millions of views even though gap is more than an year sometimes. He is busy trying for movies now.

Yes, like I said earlier, it would also depend on the quality of your subscribers.
If your content is really unique, cannot be found anywhere else plus you have a huge following of die-hard fans, you could go on a year vacation, come back and you would probably do well.
Another factor would be, are your videos being watched within that time frame?

You Tube is a very dynamic platform where trends change quite often. So when you start working on your channel again you will see the subscribers will not get notifications from your channel and your new content will get very less views.
Your revenue during the period of inactivity will start go down slowly and steadily.
It will feel like starting a new channel after you start working on the inactive channel after a long inactivity.

according to my experience, mostly the yt channels remain there as it is, however if it is monetized, chances of demonetizations are likely, I had 2-3 channels demonetized after 3-4 months of inactivity.

They won't delete your channel, but if you're inactive for more than 6 months, they will disable the monetization of your channel.
It can also impact the channel, in the sense that if you are absent for years, it will be difficult to make views afterwards.

If it is a monetized channel after 6 months of inactivity the channel will get demonetized, also the algorithm may punish or penalize your channel by not giving you enough reach but YouTube will not delete the channel.

Your channel will never be deleted, it will stay active but it will be difficult to go back at the same point when you left, because you will need to get back all your followers to watch your videos and they might move on and be subscribed to different channels, so the hard part is to start again and get the view in your youtube videos.

It will become dead in some time. It will take some miracle to get the channel back on track after say 2-3 years of inactivity.

But outside of the two cases above, I don't see issues with inactive YouTube channels.

I'm talking about 10 years ago or more, and they're still around.
