I want to open a GMB for my business

what is the best way to make it multiple locations?
to make 1 with all states as service areas

or to make 1 GMB to each location like NY, Florida, California and so on

You have to make separate location pages at site first, then create separate GMBs against each location and add relevant landing page in it. This way you can rank faster.

Do not do service areas, ever, unless all the main competition is also service area-based businesses. There is absolutely no reason and the proximity filter is too important to rankings and traffic, in most cases, to try and play around with service based. There are many techniques that work well and I have addressed this in another thread on how to do it, but if you need a recipe, message me and I will share it again. Good luck!

ok so creating many phone numbers . i knew of a few gmb listings that someone would call and they set up an answering machine that answered with gmb biz name that said for new client press 1 to be connected to live agent to leave a voicemail press 2 the calls were routed to a main number. does anyone know what phone service they used?

If you protect your other issues with multiple phone numbers, for example, if you create 20 GMB listings with one phone number, all 20 of them could be suspended at once.
