All valid points guys ty thing is with the paypal he tried firsttime for 450.00 and failed then tried 70.00 and got it doesnt sound like a payment

I'm following your progress on this with interest. Not only did paypal get whacked, but ebay, facebook, godaddy (that was the worst one) and others - at least for me. What a royal PIA it's been to fix this crap.
