What site/app are you using for GMB citations? Which one do you recommend? Do these quotes have any effect?
Should I pay an app for local seo? Any suggestions?

I've noticed that if I post a maximum of 6 reviews per account they seem to stay sticky. Above this threshold they are filtered at 70%.

Instead of maps pin citations? Like a dozen other things. Directory citations, niche edits, google stacks, cloud pages, seo autopilot, guest posts, press releases, pbns...that's all assuming that you've got your GBP up and running and the onpage seo for your site is done.

After you get past the obvious optimizations and set-up, base directories and doing the regular postings, review management, yada, yada, the best thing you can do is CTR anonymous traffic from 4G phone proxies and GPI, Google Profile Interactions from the local area around the business. Pin citations aren't really recommended, they don't have much of an effect.
Structured local citations probably give the most results for your time... You can start with the best citations such as Yelp, Manta, Hotfrog, Bing, etc.. etc.. these are good trust signals for any property that has a proper business name, address, and phone number setup.
There's not really a program that can help you set these up and they're pretty tedious to complete by hand, but we have been running these kinds of services for local marketing agencies for many years now.
