Yes, but it's been a pain lately. It seems like LinkedIn has increased the scrutiny of new accounts.

They are "warmed up" already, thus less risk of getting banned. Also comes with existing connections within their network.

I haven't tried these personally so not sure about how good it is

You can try to create sub-accounts using an anti-detection browser like morelogin, the cost is small and it is difficult to be blocked.

If you need people to make em for you, try posting on Hire a Freelancer too. Creating the accounts can be worked with a good proxy and Anti-detect browser. Although, the verification is a little tricky these days from what I've heard.
