I think You need to go through the same niche backlinks. You can also make a foundational link so that the site could be able to make an authority.
You can also follow your competitors and what they're doing. Do research & follow them.

Do basics backlink first, than you can do some guest post after that you take PBN link.

Back links on a brand new site? Personally I don't like doing that. If you must, only do forum/social links. After a few months of consistent posting you should move on to buying links.

I don't know why you would think backlinks is be the first thing to go for once you've built your site. Search around the forum, there are lots of tips and guides on things to do to ensire your site is ready. Also create enough content, 20 and above in my opinion.
When you're done, the kind of likes I usually recommend is guest post, niche edits and/or homepage PBNs if you have the budget. But before these links, you could start with foundational links not because they would rank your site but because they would set the foundation for the important links which I already mentioned.
