What is the general consensus on directories?

I'm doing a backlink review on one of my sites and I keep encountering websites with the exact same design with only colour differences. They are all seemingly directories of available websites. I can't share URL for obvious reasons, but to anyone who knows what I'm talking about, are my suspicions misplaced?

I'm currently trying to get my manager to approve disavowing these, but their response is just that it's just a poor template. I personally suspect a PBN but with directories?? ?

Are they pretty much standard bootstrap templates? These sites are everywhere, and as soon as you rank for any terms that get traffic you'll find them linking to you. Almost any semi-successful site has them. They're harmless.
