If I redirect the homepage of a site will all the different pages of the site become redirected too?

It depends on how you are redirecting. If you redirect it from domain, yes, all pages.
If you redirect it by htaccess, you can define.
if I buy an expired domain with its only purpose is being redirected, should I redirect the domain or only certain pages with good backlinks?

I would redirect all the pages + homepage because, see, all the tiny tiny backlinks almost always matter too.
 
You should redirect the whole domain with an expired domain,
Also, make sure to recreate pages with links using the same/similar content and their redirects are on point

What's the point of creating content for a page that is going to be redirected?

If you're redirecting the whole domain,
the top pages would normally redirect to 404 as they don't match any URLs,

So, the safest & best approach would be to redirect them to the same pages under the same URL and using the same content/topic,
By doing so, you'll be able to restore these pages' authority along with the domain and not miss them as a waste,

Ofc, if you're willing to use the expired domain, you'll have to restore it 1st,
So, you can restore these pages along and then transfer their content to new pages with the same URL when making the redirect
