I understood his/her boss explicitly asked not to have multiple gbps for the same business brand.
Its a lawyer in France, they cant have a GMB in an area if they dont have an office there.

The proximity filter will make it hard to rank in the map pack for another city for the same GMB. There are ways around this. Send me your email and I can help with this.

Yea, You can create the GMB listing with same name and different address. Lots company has GMB listing on 50+ locations with same name.

The biggest hindrance to your strategy is the verified address.
Getting the verified address is something people have developed loopholes around over time, but Google shuts things down. And lack of sustainability is never a good combo for SEO.
I prefer getting real addresses over something that's been gamed.
This is hard to do outside of physically receiving (or paying someone to receive) the post card and getting it verified.
But this is where your creativity can shine.
For example, I spotted one storage facility that offered mailing addresses. They have a box that looked just like a PO Box at the office. It housed maybe 30 little boxes and gave suite addresses off it.
Guess who got a new business location off of a $50/year rental?
