my website ranking dropped due to an 404 error caused by a plugin. Its a button plugin. It is crawled with error. And my website ranking suddenly dropped. but now plugin is no longer there. I also submitted the request to remove that urls from Google search engine that are returning 404 error. And its now removed. How much time does it takes to recover ranking ?

If the page returning error 404 is not the one ranking and it's not a page with backlinks, I doubt it's the reason your other pages are dropping in ranks. But nevertheless, find a way to take care of the error 404 for the overall health of your site.

About how long it'll take to recover positions, I don't even know what is the cause of the drop as I strongly doubt it's the error 404 page. But if for any reason it is, give it a week or so. Also resubmit your sitemap so Google can recrawl your site.

It should recover within a couple of weeks,
It will be slow and progressive, just be patient and keep pushing your on/off page as it's required

Recently Google crawler run very slowly. If you think your website ranking drop for 404. So why you make them removal request. You must do the 301 redirect for this issue. When Google crawl the 404 page, it find the destination path. And the page experience get grow fast, it’s helps you to make Your website rank back again.

I do the same. There are 3 error links. All links targeted to plugin. I've done 301 for all 3 links. and submit as fixed in Google search console. Even after 1 and half month there was no change in search console fixation. It was stucked. Then I've decided to take next step. I then make changes in robot txt. and plugins directory was excluded from robots txt. In one week after that. Bots are unable to crawl that directory. so it marked as not fixed. and I've resubmitted the removal request for 3 links and after some days it was marked as fixed.

A site's score is damaged by dead links, and if there are too many 404 error pages, Google may decide to cease indexing the site entirely. This can cause the website's engaged in a number to drop significantly.
However, you can try to correct the error using some methods one of them is Google search console
if you already have a Google account and have registered your website there, you should make use of the Google Search Console option. Any 404 errors found by the Google crawler are displayed in the web tool and can also be marked as corrected here too. Additional functions enable you to find errors in robots.txt files and use crawling statistics to work out how often your site has been crawled by Google crawlers.

Is there some method to identify 404 before Google detected and punish?

No "Soft 404" will not affect as hard

We had a similar issue 4 months ago whereby all our pages were referring to an old font file we deleted. This created a soft 404 (pages appeared but there was a 404 response as the font file wasn't there). It lasted 2 days before we picked it up. Our traffic took a -20% hit and it took us months to recover, we're still recovering i'd say today. Some posts didn't flinch bc they were so well ranked (ie 1st) but other articles really took a hit.

it sucks when this happen,
you should be fine in a couple of weeks.
keep grinding.
