It's hard to find a real competitor to the aforementioned tools. A more stable group buy would be to share among friends.
I've used this approach in the past and sometimes still jump on it.

If it’s just keyword research, Google SERP and common sense for difficulty and volume always worked best for me. That said - I use and love ahrefs - it has a lot of other things to offer and is well worth the money.

Well semrush is cheaper and give in that money the value they deliver is not comparable with other tools but you can try ubbersuggest for keywords selection

I have got Ubersuggest lifetime plan as an alternative for SEMRush and AHREFS.

But there is one more option - Try using KeywordsEverwhere for keyword research. It will cost $10 for 10k keywords and is valid for one year.
Then you can buy monitor backlinks plan for one site. It will cost you $25 per month.

So two of the main tasks - keywords research and backlink building/ monitoring will be resolved here well within budget.
