Nothing will happen to the person who owned that domain. As usual he or she would be chilling in his or her mansion located in a safe haven somewhere and he or she would have already "resurrected" his or her activities using another domain in an even more "effective" manner.
However, if the activities involved fraud and cheating, then the arms of certain individuals can easily reach into any safe haven and "safely" settle scores.

The best domain that looks more safe is .ORG, most of domains that are seized are .com and .net (.org is one that remains "safest" than .com and .net)
Yes, .org can be seized, but is not to easily like .com and .net, that is why .org is a good choice.
The ccTLD (country domains tld is difficult because who manages that is the country, for example US can't seize .ru without contacting .ru that also applies to .cr, .se etc ...)

From what I have seen, in some cases there is no legal "due process" , companies like Legit Script can simply make a call and the domain is seized, no charges, no indictment, no hearing, no arbitration like in a UDRP, nothing.
Meanwhile I have been reading lately about weak minded powers that be in various Gov's, NGO's and internet governance talking heads making statements for censoring via DNS to sites that are against chosen narratives and politics. It's bad enough that Gxxgle does it, but going down to the DNS level is really $hitty.
