Creating PayPal For Google Ads

Hey,

So I usually make my own google ads accounts, and been doing so with VCCs. I been trying to lower the cost of account creation by using Paypals but have had no success. I am creating the PayPal in the billing of the Google account, when ever I try the PayPal is either limited instantly, or it's half limited and asks for my credit card info again and when I reenter it, nothing happens. Only a red little icon pops up as you can see below

Any tips on what I am doing wrong?

I've tried different VCCS, and yes the addresses are real and matching the card. Any Tips?

PayPal is either limited instantly, or it's half limited

There is nothing like "half" limited in Paypal. As far as a Paypal account being limited, there are ONLY 2 types of limitations : Paypal account temporarily limited OR Paypal account permanently limited.
In a Paypal account (when you are logged in), click on "Resolution Center" and there if you see that the Paypal account is permanently limited, then dump it in a garbage bin and move on.
In a (newly created) Paypal account (when you are logged in), click on "Resolution Center" and there is you see that the Paypal account is temporarily limited, then (for a newly created Paypal account), the ONLY way to remove the temporarily limitation, is to go to "Resolution Center" where you will see that it is asking you to submit (upload) Proof of address (bank statement or utility bill) / Proof of identity (ID card, passport or driver's license) and submit these in order to get the temporarily limitation removed.
If an account is limited, even though it may card ask for info again, there is no point redoing the card info, as it will just keep you going in endless & fruitless circles.
Next question : "But, I do not have the docs to submit". Answer : Prior to creating a new Paypal account, pre-prepare for submitting docs, if needed. Because, nowadays, for a newly created paypal account, 99.99%, the account would be either mostly temporarily limited or sometimes permanently limited. When it is temporarily limited and proper docs are submitted, then 80% of the cases, the limitation is removed and if it is permanently limited, then ofcourse dump it in a garbage bin and move on.

Yes the paypals are being permanently limited, this is ok. I am trying to simply create the gAds billing summary with the paypal, even if it is limited I do not mind as long as it successfully attaches to the google account. Any Idea?

Yes, possible. However, as per your screenshot, it will happen so incase you are trying to add a card that has already been added to a Paypal account before (may be not necessarily added by you to a Paypal account before, but added by someone else, due to the card seller dicing you).

Thanks for the help, you were right. Seller was dicing me, which is why it wouldn't work. Working now, thank you

You might want to check with sellers for g ads vccs,
Go with the marketplace section or WTB/HF, you'll get what you want in there,

Keep in mind that vccs are a single part of the equation, you'll still need good proxies/VPS to get things done right

First, you need to verify the paypal account which can be done by creating the paypal account on its website. You will need to verify your paypal account with SMS code. Just search for any SMS Verification service for paypal in this forum. Once the account is created, then add the VCC. After you complete that step. Go to google pay and add the VCC from the paypal account you just created to your google pay account. You Then go to your Google Ads account and add the Paypal account as your primary payment method. You should also see the vcc you added to your google pay already attached to your google ads account. Just set it as your backup payment after you add your paypal account to google ads. So if your paypal gets limited, you can just delete the paypal account from your google ads account and then switch the backup payment option (The VCC your added to your google pay) to your primary payment option. I hope this helps out with your problem.
