is the second time i apply the website is theworldnewsviral.blogspot.com ? I don't understand what could be wrong, does anyone have an explanation

Get going with an paid domain first , then get all onsite work done with some social sharing over , then apply it would be fixed mate .
 
Blogspot subdomain is not going to be a pain in the ass only with Adsense, you will struggle with indexing your posts and indexing them properly in the future as well. Go for a paid domain, it will cost you as little as 6-7 USD on Namecheap.
 
Categories are missing posts. The title of some posts is grammar bad. You have UK related news under USA news, (looks bad for manual reviews). Posts are also not very many. Would you go to a site like that for news?

Bin this general world news blog, and pick something decent that you can become an expert in. You can't be an expert in general global news. Too many big named established sites give the news, why fight a loser's battle?

You will need at least $12 to start off. Go to Namecheap.com, and register a new domain. It will cost you $6.99 (with the promo code NEWCOM698). Then, go and buy shared hosting for the domain. The stellar plan ($4.48/mo) is good enough for starter blogs. SSL goes in the package. Install WordPress using Cpanel, and start designing your website. I recommend either Generatepress or Astra, as they are lightweight and optimized.

Forget what I said above. After taking a quick glance at your blog on blogspot, I'm interested in why you want to get approved for Adsense. You have 0 traffic. And judging by the articles published so far, you're not going to have any traffic soon.

You have a blog post titled "dog" that talks about dogs in general. 0 structuring, 0 formatting, 0 SEO optimization, You have words like "Edit" here and there that don't look like a part of the context, so I'm assuming the article was either generated or copy pasted.

I mean, blogging doesn't work that way. You clearly have a lot to learn.

You have some posts about cats in the dog category, I think AdSense will consider that as misleading.

You have posts in English and German, it doesn't look professional.

There are some posts that have only 1 big paragraph, for example: https://theworldnewsviral.blogspot.com/2022/12/common-dog-diseases.html , not good for the user experience.

Here is what to do:
1- Just throw this website in the garbage, it is worth nothing.
2- Get a domain name, you can have one for only 8$ on Namecheap. If you are on a budget, I can give you a new .me domain for free, just let me know.
3- For the hosting, you can use the oracle free tier, it is totally free forever and it is really nice. Here is a good playlist: https://www.youtube.com/playlist?list=PLSk3zfDlC1f_Up6GBgckMIqLdS_HRjdEy
4- Stick only to one language.
5- Stick only to one niche (preferably), a website about news and pets is a bad idea.
