Exchanges like coin base and binancd do not allow buying with paypal. You are already adding bank card in paypal so you can pay directly by that card to buy crypto.

You can try localbitcoins. There you will find contact details of sellers. Negotiate a deal with them.

If you already have the solution, why bother asking for alternatives? Or do you mean that you need more options to buy just like coinbase?
I can send you usdt (stable coin /or any other coin you like ) for paypal $$, usdt will be there in any exchange you like (binance, kucoin, coinbase ) and would like to keep my money on your paypal, as i might like to buy stuff from paypal here on bhw .

Does binance work? Everytime I try to buy crypto with a card it declines because it’s shown as a prepaid card. Even though the card is good

Any reputed exchange like coinbase will not allow this. You will have to deal with some trusted person for this.

I think P2P is good option in Binanace where first you have to buy USDT after that you can purchase any Crypto
