This is a fact-less opinion. If what you are saying is true, then normal money-sites which people index via the GSC and or sitemaps would be negatively impacted for “force indexing”.Won't effect you if you never indexed your backlinks. I feel sorry for the people who force indexed their backlinks instead of having it crawled naturally. Theres a reason why indexing has changed so much, its to keep out all the crap from serp. Indexing is dead for the most part with a few exception. This is a very good update in general. Minus the volitile dancing they like to do at every update.
I wonder why it is taking longer than they planned. They could be walking some of it back due to unintentional collateral damage. My day job is at a legit agency that is 100% the whitest of white hat and some of our clients seemed to get hit about a week in to the HCU and now, without having done anything because we decided to just wait and see for a couple of weeks, things are spiking back to where they were.Actually HCU Update is still ongoing. Google told on Twitter it takes longer than 2 weeks.
So, what you see might as well be from HCU, or both updates simultaneously.
Requesting indexing, using an indexing API, and using a sitemap are all very different.people index via the GSC and or sitemaps would be negatively impacted for “force indexing”.

i do this for all my pages. Im still using theory "If you can't beat with the quality, you can go with quantity" but add more improv, cause the place you war is SEO & Google.

You dont index backlinks via gsc and indexing through gsc is not "force indexing". Backlinks sole purpose is to provide juice for another page. Moneysite pages are to provide usable content found in serps. You want backlinks crawled only and moneysites to be crawled and indexed. Indexing through gsc is exactly how it needs to be done. Crawled meaning google knows it's there and is accessible (passes link juice) but the content is not qualified for SERP ranking. Aka if they find a forced indexed backlink during an update it has a higher chance of becoming deindexed and losing juice ontop of it.
Index meaning it's been crawled + qualified for ranking on SERPs.
