Medium.com and Quora.com Ranking

Hi,

In my niche, many of the top ranking are taken up by posts on Quora.com and Medium.com which then link to some competitors websites.

When it comes to Google rankings, is there any off-page SEO that can be done to rank medium.com Quora.com posts or is it solely down to those website which article shows there in the Google search?
