Bulk simcards + many workers + 4g modems. Simcards should be dedicated to each account so that it can be easily done when asking for re-verification

Can you please help me udnerstand sims... Everyone says uuse sims but no one is really saying what sims they use, that are cost effective. Dont you have to pay to activate each one?
