You want power, relevancy and trust.
Power = clean and strong link profile
Relevancy = source page of the backlink should be topically relevancy to your target
Trust = existing rankings, organic traffic
Examples:
PBN link = power, relevancy
Guest post = relevancy, trust
Niche edit = power, trust (usually more distant relevancy)

Check to see website traffic, check to see if any pages on site are casino or pharma, check backlinks pointing to websites, check to see how many posts are being posted per month, check how many keywords its ranking for and the search traffic for those keywords
