A business along with it's website need not have a GMB profile, in order to show in Google Maps.
And as far as Google Maps ranking factors are concerned, there are 3 main factors : Relevance - how much your business matches the user's query, Distance - how close you are to the search user. Prominence - how well-known and well-liked the business is.
However, having a verified GMB (business) profile also contributes towards ranking a business (along with it's website), in Google Maps.

Yesterday I purchased a software - specially to track my GMB ranking, the software company says their software can track a website domain or url rank on google maps without GMB.

@ss1180 , using 3rd party tools such as ProRankTracker, one can track a domains’ ranking in Google Maps, for every single target keyword. Another such tool is GeoRanker. How these tools actually function, their exact pricing and how accurate their tracking is, I do not know.

A business along with it's website need not have a GMB profile, in order to show in Google Maps. So, as long as a business shows in Google Maps, then these tools should be able to track a domains’ ranking in Google Maps. I have not used these tools, but saying so, based on logic only.
It could be that some SEO company is trying to upsell you GMB listing services, by misinforming you about it (possible).

Technically, you can, you can say that the runner that is running in a different place, has already run 13.5 km minute 30 while the one in the first place has run 14 km minute 30 and the second 13 km minute 30.

So theoretically, you can say that if the runner was running in the marathon at that pace, he would probably be in second place. The reality is he is not ranked at all, so it doesn't make any sense to me, any of the questions you are asking.

If truly Say - I purchased link assistant and asked them that I need it only to track my GMB ranking.
they said I can do by doing bla bla bla ….. and when I use it and asked then how to do then they said they can track website on google maps - not a GMB.
So I thought maybe I am living on other planet or by mistake purchase a software from other universe ?
so I just what to confirm it’s possible or not. Will post here all their email reply and chat screenshot.

@ss1180 , Google search is a platform, Google Maps is a platform, GMB is NOT a platform. GMB is simply a tool that lets you manage how your (business and / or website) appears on Google Search and Google Maps. So, to track a ranking IN GMB, is not a possibility at all, as it is just a tool and not a platform.

Here are my 2 cents.
I think It Is possibile.
1) Several months ago i had to setup a gmb for a fresh new business.
Due to several factors (business nane included) Google decided not to show that gmb till ..uhm few days ago. No suspension, Just lack of "good signs". The business was shown in the local pack on G.search as well as on G.maps.
So, visually speaking..no gmb...yes map..yes track.

2) as Someone already stated there are tons of business without a gmb but they are still listed on Maps.
G's ai Is able to dig and pick info about u and your services here and there (business website and list dirs&C) and eventually it uses them to create profiles.
Both on search (gmbs as we know) as well as on maps. And to list u according to user's query, competitors and other factors.

After all, as others have pointed out, search Is a thing and map Is and other. And the gmb Is a " visual label in the middle". If u look at urls, u realize Maps itself Is Just a search engine.
So if u can track things on Google_search, why u shouldn't be able to do that on Maps.
