Question about Google Search

I always come across spam sites in google searches. These usually use .es .de etc domains. They are almost in every keywords. They are using 301 redirects. clicks go to betting sites. They are using copy contents. They have so many subdomains. And these subdomains not related with keywords. it has been choosed like randomly but it should be logic 100%. How can I make this system?

These domains have expired and purchased by the current owners, who create those subdomains

I have not checked that domain in Moz or Ahrefs (carrerasolidariademenosamas.es) but it smells that it probably may hold some domain reputation which is being taken advantage by the new owner.

They have million traffics. how its possible. I think system works with bots but why .es domains. and how they can detect these domains ?
