Multi session users with 100% bounce rate? Bots?

I bought about 400 clicks with google ads and got about 40 users who clicked my ads more than once at different times but always bounce. The few other multi session users did stuff on the site. Are these the bots I keep hearing about? Worth trying to mitigate right now as a beginer? 20% of my clicks seems like a lot.

Could be, but surely not all of those 20% are bots so its hard to define which exact users are bots.

Could be also bot trackers Ad-monitors or "spy" tools, not must to be pure bot traffic
