thats little amount of impressions you will get clicks keep working to improve impressions

I do not have any Google News website but if I know anything about search engine, it is that 21 impressions alone is not enough to start worrying about clicks.
You should work towards making sure your site gets more impressions before bothering whether it's getting clicked on or not.
People can't click what they can't see.

21 impressions only and you ask for clicks mate...continue the work and have patience until you reach thousand impressions to get some clicks.
