My first referral site - am I missing something?

I'm building my first referral site and have a basic strategy to rank highly planned out. It is:

1. Buy a domain ending in .com/.org/.net
2. Have web developer make a fast loading website with good SEO
3. Get someone to design a logo
4. Get SEO person to do SEO keyword research and estimate how many articles I will need to rank for these keywords.
5. Write homepage, about page etc with these keywords.
6. Write articles including keywords, bearing in mind search intent and using SEO best practice. Include keywords in meta description, title tag, first paragraph and about 5 more times per 1000 words.
7. Add images
8. Interlink articles to each other, making sure to link to the articles I want to be most visible the most.
9. Buy backlinks.

Is this all I need to do?
 
Is niche already set, I would start there?
 
This is not a linear sequence. It is a more circular sequence. When you get to point 9, you should go back to point 4 and repeat.

But more or less, this is all what it takes to rank.

Also consider that if you are looking for a lead gen site this may (or may not) require a local presence. When you go into local, you may need to take into consideration other elements like a local listing well associated to your site + some SERP manipulation techniques, brand optimization, etc...
