If you had a few strikes in the back, probably you are "shadow banned" so only your subscribers are the ones giving you the views (the shorts never get indexed).

I have 2 strikes and my shorts are getting 20x more than my normal vids so I guess strikes doesnt matter

There's a problem on your channel. Maybe a temporary shadowban.

Keep going to upload one video a day for week, for example. And make sure your shorts are not ghosted.

Try uploading videos from a different IP address and another device because your current device/IP might be shadow banned. If that doesn't help then try changing your content and optimize the title, thumbnail and keywords.

It is normal. Sometimes videos will not perform well because of YouTube updates. You should keep uploading good content.

Well its not you .Youtube play with us all with shorts .It can be youtube dance as many people complain about having problems with shorts .Also dont depend only on youtube ,upload your shorts also on tiktok ,pinterest ,twitter instagram and facebook reel .
