It is saying

The owner of this website has banned your IP address​

or because you lack the requirements to access specific areas(?)
although it should have a different 'error', not this one, I guess it is best to ask the moderators!
 
You are asking on the website you that can't access, that why you can't access it?

Click the BHW logo 10x in a row.... You unlock a special access :)

I've always hated how that error message is worded because it makes it sound like the owner of the site specifically targeted you.

Anyway, if you were refreshing the homepage a dozen times in a row, that would cause this issue. Don't worry too much, even I've done that before. :D

If it persists, please submit a support ticket using support.blackhatworld.com.
