If I login to public wifi from the same place (same coffee shop, let' say, or a hotel) is IP for that place always the same or it rotates?

Well how about you check it yourself, since we don't know if its a refreshing modem or not.

Simply connect and check the ip, write it down, and repeat next time.

It depends on their ISP provider if their address is static or dynamic. Most of the cases (Europe & US) it would rotate a few times per month, or whenever there is a glitch in the ISP unless it's Fiber Optics with a promised static IP.

If asking for going to login to personal stuff such as bank, etc. I'd recommend taking some reputable VPN, especially if travelling a lot.

Depends if their ISP gives then static or dynamic IP. Ive seen an IP remain the same for years on a static. And on dynamic you can restart the router whenever you want and the IP will change. Thats assuming you have access to the router of course.

It prolly does, but you better try another method than that, such as VPN
