Paypal instantly bans any accounts I create?

I have been using paypal for a while, but recently one of my accounts got banned permanently. I tried to make a new one but I got banned instantly. I didn't even get the chance to submit documents. The first time I tried I used google, second time brave + betternet VPN. I used flake information both times. This has worked before in the past, but not now. Does anyone know how to bypass this 'system'? What do I need? Proxy? Spoofing?

I use completely different information every time, with a vpn

Don't use a VPN. That goes for any account with any financial institution.
