cloaker for google ads. How they are doing this?

Hello everyone I started my jurney with GADS, i want to promote campain "gambling", so i need cloacker. I know method "safe page" and "landing page", but...
I wonder why when i go to example: https://justgameapp.com/?utm_source=google&utm_medium=cpc&utm_campaign=justgameapp.com - this link ( adwords campaign) there is a dfferent page, than this: "https://justgameapp.com/" Idk how they are doing this? the same domain... What a cloaker can do it these days?
I mean when i go through google ads, there is a LP, when i go home page, there is a Safe page... The same domain... Different content... I dont get it.
If someone can help me with this i will be really please

my cloaker system can do it
basically it will detect the visitor ip, visitor request uri and referrer from where the visitor came
i dont know why most cloaking service use utm_source as the trigger but you can do it too with other parameters by customising the final url for the landing page

there is some factors that need to be checked to make sure the visitors is valid visitors but still cant defend manual review from google staff if they decide to use normal ips (rare case)
