I do not know gambling but if you are westerner (USA etc.) you can create a service as such - there are people who are purchasing lottery tickets on behalf of people who are not residents.

I think cloaking with google ads is the only way. Other option would be high traffic gambling sites bro. I have tested many ideas, believe me only the cloaking model is profitable.

if you're just running PPC ads then cloaking Google ads is the only way that I have seen is profitable. I'm not sure if you can maybe run Bing ads as well, might be something for you to look in to.
