Google Financial Services Verification - how to solve?

Hello guys,
i have recently seen Googles Financial Services verification popup. I am not a broker or anything so we do not have a license.
Do you know how to get past this?

Some are saying to apply for an excemption, but not sure how it works?
Others are saying to remove trading related keywords or the country where the new rule applies, however then the question remains how to target financial leads?

to me it looks like the only real option is to opt for exemption. Lets say you are selling courses and target financial leads, then why would you need to be licensed? In some countries educators are not required to be licensed like brokerage firm. Has anyone started the application already?

In a Google Ads account, once it is asked to verify for financial services verification, then the ONLY way to go through that is to actually submit ID, docs, etc for that financial services verification. And as part of this Google's financial services process, financial services advertisers need to demonstrate (provide proof) that they are authorized by their relevant financial services regulator and have completed Google’s advertiser verification program in order to continue promoting their financial products and financial services. And, this particular financial services verification by Google Ads is manually verified by human beings at Google Ads, due to the extensive financial related scam ads that have been appearing in Google.
If incase for such a Google Ads account that requires financial services verification, you do not have the required docs to submit, then you need to dump the Google Ads account and there are 2 alternative solutions to this scenario :-
1) Pre-repare accordingly and create a new Google Ads account. In this case, yes, you will have to have legit docs, as Google Ads will manually verifies these docs with the relevant financial services regulator, as per country of the Google Ads account.
2) Run a cloaked campaign : The FULLEST POSSIBLE INFORMATION about running a cloaked Google Ads campaign, has ALREADY been discusssed FULLY in numerous threads of the https://www.blackhatworld.com/forums/google-ads.83/. Read all possible threads related to this and gather your hints, tips and suggestions.

Does not matter what you are running, in a Google Ads account, once it is asked to verify for financial services verification, then what I have already mentioned in this thread, is what it is. Google Ads takes most decisions based on what it's algorithms understand and not based on what you understand (with regards to your campaign and landing page).

If you cannot arrange legit docs for financial services verification by Google Ad towards a new Google Ads account, then you anyways have to dump & forget this your current Google Ads account, because for this your current Google Ads account Google Ads has ALREADY asked for financial services verification and until this is not done then this particular Google Ads account will not be able to run any campaigns.
Alright, so you mentioned that it is some kind of a marketing campaign for a financial product and you cannot arrange legit docs for financial services verification by Google Ad.
In that case YOU will have to analyse as to why your campaign and your landing page had triggered the financial services verification by Google Ad algorithms.
Once you have figured that out then create a new Google Ads account and make your best attempt at having your campaign and your landing page not trigger that financial services verification by Google Ad. So, when the visitors (traffic) keeps coming, my security guard (cloaker), filters the visitors (traffic) and sends people to either the restaurant or the (unlicensed) bar, as per how my security guard (cloaker) is trained (cloaker setup).

thanks but maybe you can ellaborate of how to target finance people in google search if you cannot change the keywords you are bidding on. I am familiar with the concept however i have not meant to cloak the landing page or ad text but the keywords in the search campaign, as far as i understand they cannot be cloaked and the only way is to find synonyms or similar keywords which could help target finance people
