Yes, that's the only way, and 95% of the times the site/blog owners ask for $$ for publishing your post. Nothing is free in today's times.

You're on the right track but I'd suggest you avoid write for us pages for a while now. Google seems to dislike these. If you have the budget then try an agency. A bad backlink/PBN link can destroy your site. Or you could do harmless low value forum backlinks.

Agencies that provide backlink service already have a list of websites that provide backlinks for every niche. They even have a list of generic high DA news websites. And if someone who's been doing business here, I believe they have already changed their strategy.

@True darkness - ignore what misterF mentioned. it is very easy to get backlinks. It takes no time. start with sending an email to sergey and larry and ask for a backlink from their homepage of their site. do the same with jeff at amazon. all 3 are super nice guys and will help you out.

all kidding aside - these days, most backlinks that you get where you don't spend money and energy will most likely not deliver the ranking improvement that you are seeking. suggest to get help of professionals if you are serious in this game,

It would depend on which type of backlink you want to build.

Is it a guest post? Then yes, contacting the webmaster and asking them for backlinks is the way for guest posts.

Or if you are going to other backlinks like web2.0, profiles then you don't need to ask for permission to make a backlink for your site.

We use Ahref and an agency that does the outreach work for us.
1. create a list of domains by looking at your competitors' backlinks
2. filter by DA and traffic
3. filter out all the link farms (useless for SEO)
4. prefer guest posts rather than link inserts
