Is there any way to mirror an account’s tweet to another account? Like if account A posts a tweet then account B will copy that tweet and post it as it’s own tweet.

Yes, very simple to do with a bot that will retweet all tweets.

I think they mean Account B will tweet the same thing as it's own tweet - not retweeting.

I used to do it with dlvr.it but not used that in a few years.

No, and until the API is set in stone I wouldn't even attempt using anything like that with the paranoia of bots Elon has going on temp banning everybody all day, every day.
