If your site never gets approved by Google AdSense, take comfort from the fact that AdSense is not the only available display advertising option for websites.
AdSense does have competitors. You might want to look at Ezoic and similar networks.
If those platforms are simply off-limits to you, or you think you're not going to get accepted in a million years, there is still hope.
Pay close attention to other websites that feature the same type of content as your site.
Study their ads closely.
What kind of information product can you come up with that mirrors the ads shown on those sites?
Make sure that you use the incognito mode on Chrome when browsing ads.
Depending on your niche, you might be able to come up with your own products, and I'm talking about ebooks, courses, and other things similar to those.
You can sell these directly, or you can first build a mailing list.
Building a mailing list using your website is pretty straightforward.
Come up with a freebie.
Maybe it's the best post you have, some sort of tutorial, or some insider guide.
Whatever you come up with, it's really a "bribe" for your viewers to join your mailing list.
Once people join your mailing list, offer them a stripped-down version of your premium products.
For instance, if you are offering a course that would usually cost several hundred bucks, come up with a one-dollar or five-dollar version.
The same goes with a book that you would normally charge $97 for.
Run text ads for your "paid offers" on your list.
This way, when people buy one-dollar or even five-dollar items, you end up with a pure list of buyers.
These are the buyers that you then send updates to the list of buying members.
This is the list you send updates to, so you can also try to upsell them on your premium products.
If everything lines up and you build a big enough funnel, don't be all that shocked when the average member of your buyers' list is worth a few hundred bucks in sales every single year.
Think long-term.
It's not the end of the world that you got rejected by AdSense.
Focus instead on how much value you can bring to the lives of people who find themselves on your website.
