It's not that free if you really think about it. On an account with history you generally pay less because the algorithm optimizes over time and works in your favor. Threshold is more suited for someone with no experience on the platform to get their feet wet.

Plenty of scenarios where threshold is useful - competitors use thresholds too and wind cpc so high it's impossible to profit, testing new niches/geos where you have no experience, running competitive keywords with huge traffic but very thin margins (or brake even), being short on money and in need or when you run something borderline illegal and don't wanna have it attached to your name, just to name a few.
Running repeatedly thresholds on same shitty camp with -90% ROI is just pure waste, true (also inefficient)
