Does this IG strategy still work?

If I post a comment on a competitor’s post on instagram, then pay a service to ‘like’ my comment 2,000 times so my comment becomes a top comment and gets more exposure.

Does this still work? Is it easy to get banned? Risky?

Yep, can still work but if you do it enough times on the same competitor's page, they'll begin to delete your comments or set up spam filters to automatically delete any mention of your account in the comment section. Haven't witnessed a page ever get deactivated by running this strat before so the risk is relatively low in my opinion.

Do you think I should use a buffer account to do this? For example, slave account comments on multiple pages, slave account has the master account listed in bio/stories. Thus, if the slave account is reported, it should protect the master account from being punished correct?

Or, is that not necessary? I guess I'm paranoid that if I use my master account to make comments, Instagram can see that the same bot accounts are liking my comment over and over again, and thus, knows I'm abusing their system?

I mean it could fool the algorithm but it won't fool the people running the pages you are spamming on. You don't have to worry about getting banned, you have to worry about being blocked by the competing pages you are hijacking the comment section from.
